Sir,
I have the honour to acknowledge receipt of your despatch, dated the 5th instant, addressed to my Deputy Postmaster, on the subject of the contemplated establishment of a British Fcst Office at Tientsin.
In reply I beg to say that your despatch has been referred to the Inspector General of Fosts and I am instructed by him to say that the I.P.0. is ready, as proposed, by you, to con- sider the introduction in China of a rate for letters to and from British places equivalent to the penny postage, with a view to obviate the necessity of establishing British Post Offices at the Treaty Ports. The bases upon which an arrangement to that effect could be made may be summarised as follows:-
(1) The I.P.C. undertakes to treat letters franked at
from. the ld. postage rate arriving abroad as fully prepaid.
As a quid pro quo the British Fost Office treats all letters addressed to British places franked at the ld. postage rate in Chinese stamps as fully prepaid.
N.B. Full prepayment to be compulsory for letters going abroad when posted at Chinese Offices, the British Fost Cffice to assist to giving effect to this rule.
(2) The 1.P.0. undertakes to deliver free of charge all 1d. stamped letters handed to it by the British Fost Office. As a quid pro quo, The British Fost Office engages not to deal with Union or domestic mail matter beyond its foreign or HongKong Mails requirements at Shanghai. (i.e.offices will not be opened else- where and those now open will be closed).
